RIBBLE Valley Council is starting another six months of work on its housing development strategy after a planning inspector found “fundamental concerns” in the proposals.

In a letter to the authority, inspector Simon Berkeley from the Planning Inspectorate in Bristol said that much of the information detailed in the core strategy, which details how many houses the Ribble Valley needs to build to meet demand between 2009 and 2029, was “out-of-date”...In the report, Mr Berkeley said he had “strong doubts” about whether the plan would make it through the scrutiny stage because the evidence provided had come from 2008.

He advised for the core strategy either to be suspended or withdrawn to allow updates to be made.

Michael Ranson, leader of Ribble Valley Council, said that the council was now co-operating with the inspector’s suggestion to suspend the core strategy and hoped to resubmit it by June.

The main responsibility for planning rests with local planning authorities such as ourselves, so if you have any queries regarding planning permission we are here to give you advice.

Please note that observations on planning applications can be read by the applicant and will form part of a public record in future - anyone can see your comments at any time.

You can use these contact details to submit your comments on planning applications provided that any emails do not contain images or banned document types, and that attached documents do not use software unavailable to Ribble Valley Borough Council.  You can also submit your comments using our online form.

Please note: a valid comment should contain your name and postal address, together with application number and site address of the development you are commenting on.

RVBC Advice - Commenting on a planning application

When can I comment on an application?

We ask that all comments are received within 21 days of the date on the neighbour notification letters that we send, however in some instances if the application has not yet been determined it may possible to comment after 21 days.

If an application is being taken to Planning and Development Committee we can only accept comments up to the day before the date of the meeting.  Comments received after this may not reach the planning officers in time for them to make the councillors aware of your views.

To make sure that we take your comments in to consideration please do not leave it until the last moment to forward them to us.  Once an application has been determined your observations cannot form part of our determination process.  

Even if you have commented on a previous application on the same site we must receive your opinions again for the current application if you wish them to be considered.

You can put any comments you wish in your letter, but be aware that your response will be available to be seen by anyone who wishes to (including the applicant).   Although all of your comments will be noted, it is better if you confine yourself to commenting on the application, rather than making comments about the applicant, and you should try to make sure that your response is a material planning consideration (examples of non-material considerations are loss of a view, or devaluation of your property, whereas loss of light, highway safety, noise or privacy issues are classified as material considerations).

Planning application files are public information and therefore any comments that you submit to us are also public information.  Anyone who wishes to see the file (including the applicant) will always be able to see your comments.  All planning files, including old ones going back to 1948 are always availble to view at the Planning Department, Level D, Council Offices, Church Walk, Clitheroe, BB7 2RA.

A Show of Unity at the Parish Council Meeting

The Parish Council Meeting was packed tonight as more people than ever before attended. Most were worried about the proposed new housing association development on Whins Lane.

As the deadline to share observations and comments is approaching we hope that you will register your email address with this site so that our efforts can be better co-ordinated.
